Part-time, seasonal or temporary employees
Employees who are not eligible to participate in either the Worcester Regional Retirement program or the Massachusetts Teachers' Retirement program, are required to participate in the SMART Plan. OBRA (Omnibus Budget Reconciliation Act of 1990) requires that employees who are not eligible to participate in their employer's retirement program be placed in Social Security or another program meeting federal requirements. The SMART Plan meets those requirements. These employees must contribute to the 7.5% mandatory OBRA program unless otherwise exempt.
